Isiolo County

Introduction

Isiolo County is located in Eastern Province and had a total population of 323,000 in 2024. According to the 2019 census, the county had a total population of 268,002 people, comprising 58,072 households, and an average household size of 4.6 people per household.

Isiolo County has a total land area of 25,350.6 square kilometres and a population density of 11 people per square kilometre. 

Isiolo County is bordered to the North by Marsabit, to the East by Wajir, to the South East by Garissa, to the South by Tana River, to the South West by Meru and Laikipia, and to the West by Samburu County.

Sub-counties in Isiolo County include Garba Tulla, Isiolo, and Merti.

Isiolo County Economy

Isiolo County had an average Gross County Product at current prices of Ksh 31.5 billion between 2018 and 2022, representing an average county contribution to Gross Value Added of 0.3%.

The county contributed, on average, 0.2% to agriculture, forestry, and fishing activities. It also contributed 0.1% to manufacturing and 0.3% to service activities.

Isiolo County had a Gross County Product per capita of Ksh 102,008 in 2022.

Isiolo County Poverty Rates

Isiolo County had an overall headcount poverty rate of 55.6% in 2022, with 157,000 people estimated to live in poverty. By comparison, the overall headcount poverty rate in Kenya in the same year was 39.8%.

The hardcore poverty rate in Isiolo County was 10.5% in 2022, with an estimated 30,000 people living in extreme poverty. In Kenya, the hardcore poverty rate in the same year was 7.1%.

Isiolo County had a total population of 268,002 people in 2019, consisting of 139,510 males, 128,483 females, and 9 intersex. Isiolo had a median age of 15 years in 2019.

Marital Status

The percentage of women aged 12 and above in Isiolo County who were never married was 37.4% in 2019, while those who were married monogamous was 48.7%. The distribution of those married polygamous was 4.2%, and the widowed were 5.4%. The distribution of the divorced and separated in Isiolo was 2.5% and 1.6%, respectively, in 2019.

Among married men in Isiolo aged 12 and above, the percentage distribution of the never-married was 51.1%, those married monogamous 41.2%, and those in polygamous unions were 4.4%. On the other hand, the widowed in Isiolo were 0.9%, the divorced 1.3%, and the separated 1%.

According to the Kenya Demographic and Health Survey, the median age at first marriage among women in Isiolo County aged 25-49 in 2022 was 20 years, while the median age at first marriage among men aged 30-54 in Isiolo was 24.9 years.

Polygyny in Isiolo County

The percentage distribution of women aged 15-49 in Isiolo County who had one or more co-wives was 11.1% in 2022, with 88.9% having no co-wives, 10% having a single co-wife, and 1.1% having more than two co-wives.

Marriage Registration

Religious Affiliation

The majority of residents of Isiolo County are Islam 193,775, followed by Catholic 32,608, and Protestant 18,583.

Isiolo County Finance

In the financial year (FY) 2023/24, Isiolo County approved a supplementary budget of Ksh5.80 billion, comprising Ksh1.77 billion (30.4%) and Ksh4.04 billion (69.6%) allocation for development and recurrent expenditures, respectively.

The budget estimates represented a decrease of 10.2% compared to the previous year when it was Ksh6.46 billion and comprised of Ksh 2.08 billion towards development and Ksh 4.38 billion for recurrent expenditures.

The main sources of revenue for Isiolo County in FY 2023/2024 included:

Isiolo County generated a total of Ksh 285.2 million from local sources of revenue, inclusive FIF and Ordinary OSR. The major sources of revenue included:

• Health/Hospital Fees/FIF – Ksh 94.5 million (33%)
• Sand Cess – Ksh 10.8 million (4%)
• Single Business Permit Fees – Ksh10.2 million (3%)  
• Miraa export/Cess – Ksh8.2 million (3%)
• Others – Ksh 22.2 (8%)

Isiolo County Expenditure

On recurrent expenditure; Isiolo County spent Ksh 2,114,790,842 on personnel emoluments, Ksh 1,156,740,987 and operations and maintenance, and Ksh 980,536,771 on development expenditure, .

The total expenditure in Isiolo County in the financial year 2023/24 was Ksh 4,252,068,600.

Pending Bills in Isiolo County

In the end of FY 2023/24, Isiolo County settled pending bills amounting to Ksh 198.46 million.
